Why is a 50% fall not undone by a 50% rise?

Because each percentage is taken from a different base. A 100 that falls 50% is 50; a 50 that rises 50% is 75, not 100. Getting back to the start needs a 100% rise. This trips up far more people than it should, and it is why percentage change is quoted with its starting point.

What is the difference between percent and percentage point?

A rate moving from 4% to 6% has risen two percentage points, or fifty per cent. Both are true and they sound wildly different, which is exactly why headlines pick whichever one suits.
