How to Combine JPG Images Into a PDF
Scanned mark sheets, photos of a signed form, pictures of receipts for a claim, pages of handwritten notes: they usually live as separate JPG files, and the person asking for them wants one PDF. Attaching twelve photos to an email is messy, and many portals take a single PDF only.
This converter lets you add all the pictures at once, put them in the right order by dragging, with the move buttons or with Sort A–Z, rotate any that were shot sideways, and choose how they sit on the page. You can keep a standard sheet like A4, where each photo either fits whole or fills the sheet, or make every page exactly the shape of its photo for a borderless, scan-like result. Need separate files? One setting gives a PDF for each picture, packed in a ZIP.
JPG and PNG images are placed into the PDF as they are, without being compressed again, so the quality you captured is the quality you send. WebP pictures are also accepted. The whole job runs in your browser, which means private documents such as ID cards and certificates are not uploaded anywhere.

Make a PDF From Photos in Seven Steps
Only the first and last steps are required. Everything in between is there when you need it.
-
1. Add your pictures
Press Choose files or drop several images on the box together. You can add more later and they join the end of the list.
Accepted here:
- JPG and JPEG
- PNG
- WebP
-
2. Put them in order
Pages follow the list from top to bottom. Drag a file by its handle, nudge it with the arrow buttons, delete strays, or tap Sort A–Z to order by file name.
-
3. Turn sideways photos upright
In the options, every picture has a small thumbnail with turn-left and turn-right buttons. Turn all right rotates the whole set, and Reset undoes it. Your original files are not changed.
-
4. Choose the page shape
Standard page size places each photo on a sheet of paper. Match the image makes each page the exact shape of its picture with no white border.
-
5. Pick size, orientation and grid
For standard pages, choose a size and orientation. Auto turns each page to suit its photo. Picture on the page is Fit (show all of it) or Fill (trim the edges). Images per page can be One, Two or Four, laid out in a grid.

6. Set margin and page numbers
Margin starts at None. Small (10 mm) and Big (20 mm) suit printing, and Custom opens a slider in Percent or Millimetres, up to 50 mm. Tick Add page numbers at the foot if the reader needs them.
-
7. Press Convert to PDF
A single PDF downloads, named after the first picture in the list. With two or more pictures, Output can be set to A PDF for each image instead, and you get a ZIP holding one PDF per picture.
What Is JPG to PDF Conversion?
JPG is the everyday format for photos from phones and cameras. Each file holds one picture. A PDF is a document that can hold many pages, each with its own size, and it opens the same on every device. Turning JPGs into a PDF collects your pictures into one ordered, easy-to-send file.
Here each JPG or PNG is embedded directly, not redrawn, so no detail is lost. The page around it is sized from your choices: a named paper size, a custom width and height in millimetres, inches or pixels, or the picture’s own proportions. Note that the pages hold pictures, not typed text, so the words in a photographed document cannot be selected or searched unless you run OCR later.

“Twenty photos are a mess. One PDF is a document.”
- Pages stay in your order
- Tidier email attachments
- No loss of photo quality
- Two or four per sheet saves paper
- One file for one upload box
- Prints at a real paper size
- Sideways shots fixed

Grid or separate files
Lay two or four pictures on a sheet in a neat grid, with the margin as the gap, or save a PDF for each image in one ZIP.
Margin:

JPG and PNG files are embedded exactly as they are, never squeezed again. WebP is converted once at high quality.
Why Use ToolXkit for JPG to PDF?
ID documents stay private
Photos of Aadhaar, PAN or a passport should not sit on a stranger’s server. These pictures are put together on your own device.
Rotation built in
No need for a separate app to straighten a sideways photo before converting.
Multiple images per sheet
Front and back of a card on one page is a click, not a design job.
No hidden compression
Your photos are not quietly downscaled, so small print on a certificate stays readable.
Free, no watermark
No signup, no page limit and no logo in the corner of your pages.
Easy from a phone
Pick photos straight from the gallery, arrange them with your thumb and save the PDF.

Tips for Great Image PDFs
-
Shoot documents in daylight, flat on a table, from straight above. A clear photo matters more than any setting.
-
Name photos 01, 02, 03 before adding them, then press Sort A–Z to get the right order instantly.
-
Choose Match the image for scans and screenshots, and a standard size when the reader will print.
-
Pick the Small (10 mm) margin for printing. Most home printers cannot print to the very edge of the paper.
-
Portal limit of 200 KB or 1 MB? Photos are kept at full quality, so run the finished PDF through Compress PDF afterwards.
-
For an ID card, set Images per page to Two and portrait orientation so both sides fit one A4 sheet.
-
Check the thumbnails before converting. A single sideways page is the most common mistake.
Frequently Asked Questions
Answers to common questions about this tool.
How do I convert multiple JPGs into one PDF?
Choose all the pictures at once, or add them in several goes. Arrange them by dragging, with the arrows or with Sort A–Z, pick your page options and press Convert to PDF. You get one PDF with a page per picture, or fewer pages if you choose two or four per page.
Will the photo quality go down?
No. JPG and PNG images are placed into the PDF without being compressed again, so they look exactly as sharp as the originals. That also means the PDF is roughly as large as the photos added together.
How do I reduce the PDF size for an upload limit?
This converter keeps full quality on purpose. After converting, use the Compress PDF tool, which shrinks the pictures inside to reach a smaller size. Alternatively compress the photos first with an image compressor.
How can I put the front and back of my Aadhaar card on one page?
Add both photos, set Images per page to Two, choose A4 and portrait, and convert. The two sides are stacked on one sheet. The Small (10 mm) margin leaves space between them for cutting.
Can I rotate a photo before converting?
Yes. Each picture has turn-left and turn-right buttons under Turn a photo upright in the options. The rotation is applied only in the PDF; your original image files stay as they are.
Can I make a PDF without white borders?
Yes. Choose Match the image under Page shape and leave Margin on None. Each page then takes the exact shape of its picture, like a scan. On A4, Fill (trim the edges) with no margin also covers the whole sheet.
Can I get a separate PDF for each image?
Yes. Add two or more pictures and set Output to A PDF for each image. You get one ZIP file holding a PDF per picture, each named after its image, with the same page settings applied to all.
What is the difference between Fit and Fill?
Fit (show all of it) shrinks the photo until the whole of it sits on the page, which can leave white bands. Fill (trim the edges) enlarges it to cover the page inside the margin and cuts off whatever overhangs.
Does it work with PNG and WebP images?
Yes. This page accepts JPG, PNG and WebP. PNG is kept exactly as it is, which suits screenshots. WebP is converted once to a high-quality JPG so it can go into the PDF. For HEIC phone photos use the HEIC to PDF tool.
Do my photos get sent anywhere?
No. The pictures are opened and stitched into a PDF inside the browser. They never leave your device, so Aadhaar, PAN and certificate photos are fine to use.
Can I convert JPG to PDF on my phone?
Yes. In Chrome or Safari, tap Choose files, pick shots from the gallery, sort them, then hit the Convert to PDF button. Look for the PDF in your downloads.
How many images can I add?
No number is fixed. Because the pictures are handled by your device, dozens of photos are fine on most phones and hundreds on a computer. Very large sets of high-resolution photos need more memory.
Can I set a custom page size?
Yes. Choose Custom under Page size and type the width and height in millimetres, inches or pixels. The hint below shows the size in the other unit so you can check it.
Can I search the text in the PDF?
Not straight away, because each page is a picture. To make the words searchable, run the finished PDF through the OCR PDF tool on this site.
