Why does a space become %20 in one place and + in another?

Both are correct in different contexts. Inside a query string (after the ?) form encoding uses +; everywhere else in a URL a space must be %20. The tool offers both so you can match what the receiving server expects.

Should I encode the whole URL?

No — encoding the whole thing turns the :// and / into %3A%2F%2F%2F and breaks it. Encode only the value that goes into a parameter, then build the URL around it.

Which characters are left alone?

Letters, digits and - _ . ~ are never encoded, as the standard specifies. Everything else, including non-Latin characters, is written as UTF-8 bytes in %XX form.

Is my text sent anywhere when I use URL Encoder & Decoder?

No. The text you paste is handled in your browser and never leaves the page. That makes it safe for drafts, customer lists and anything else you would rather keep to yourself.

Is there a limit on how much text I can paste?
