How do I tell if a timestamp is in seconds or milliseconds?

By length. A current epoch time in seconds is 10 digits; in milliseconds it is 13. A 13-digit value read as seconds lands tens of thousands of years in the future, which is the classic symptom — the conversion here detects the unit and says which it used rather than leaving you to guess.

Which languages use milliseconds?

JavaScript Date.now() and Java System.currentTimeMillis() both return milliseconds. Unix date, PHP time(), Python time.time() and most databases use seconds. Passing a value across that boundary without converting is one of the most common date bugs there is.

What timezone is the result in?

Both UTC and your own local time are shown, because the epoch itself has no timezone — it counts seconds since a fixed instant. Confusion almost always arrives when the value is formatted, which is why both are given side by side rather than one silently.
