Can I claim HRA if I pay rent to my parents?

Yes, provided the arrangement is genuine — they must own the property, you must actually pay, and they must declare that rent as income. Transfer by bank rather than cash and keep receipts. It is legitimate and it is also a common area for scrutiny.

Do I need my landlord’s PAN?

Above ₹1 lakh of annual rent, yes — payroll will require it and will disallow the exemption without it. Below that, receipts are generally sufficient. A landlord refusing to provide a PAN is effectively refusing to let you claim.
