Because the rule depends on the last two digits rather than the last one. Numbers ending 1, 2 and 3 normally take st, nd and rd — but 11, 12 and 13 take th, and so does anything ending in them: 111th, 212th, 313th. This is the case almost every hand-written implementation gets wrong.
Should the suffix be raised as superscript?
In print, sometimes; on the web, generally not. Screen readers handle a superscript suffix inconsistently, and search engines treat 1st and 1ˢᵗ as different strings — plain text is both more accessible and more reliably matched.
