About DOC files
DOC is the file format Microsoft Word used before Word 2007. It is a binary format: the text, formatting and settings are stored inside a Compound File, a small file system of fixed-size sectors packed into one file. You cannot open it and read it as text.
Word 2007 moved to .docx, but old .doc files never went away. Offices, government departments and archives still hold years of them, and many forms and portals still ask for “a Word file” and get a .doc back.
The common mistake is renaming a .doc to .docx, or the other way round. The two formats share nothing inside, so the renamed file will not open. It has to be converted, which Word, LibreOffice and Google Docs can all do.

Questions
Why is there no 5 MB, 10 MB or 25 MB DOC?
The .doc format has no filler that readers skip, so a DOC cannot be padded to a size the way the other samples are, and large DOC files are rarely worth keeping. If you need a big Word file, use the DOCX samples at /samples/word/, which go up to 1 GB.
Why are the files a little under 10 KB, 100 KB and so on?
Each file is a document converted to .doc until it came out just under the target. The format stores data in 512-byte sectors, so the sizes move in steps rather than by single bytes.
Can the Word tools on this site open a .doc?
No, they read .docx only. Open the .doc in Word, LibreOffice or Google Docs and save it as .docx first. That is also a fair test of whether an upload form says clearly which format it wants.

For developers: exact bytes and SHA-256
Sizes are decimal (1 MB = 1,000,000 bytes). The hosted files never change between builds, so these checksums stay valid.
