About Excel files
An .xlsx file, like .docx, is a zip of XML parts. There is one part per worksheet, plus a shared table of every string in the workbook. That is why the same text repeated a thousand times barely adds to the file size.
The important difference from CSV is that a spreadsheet stores types and formulas, not just characters. A cell holding 05/03/2026 is a number with a date format applied, not the text "05/03/2026". This is why exporting to CSV can silently change your data, and why a phone number beginning with a zero so often loses it.
Multiple sheets are the other thing CSV cannot express. A CSV is one table; a workbook is many, with relationships between them. Any tool that converts a workbook to CSV has to decide what to do with sheets two and three, and the good ones tell you what they did.

Questions
Does the sample contain formulas?
No. The totals are stored as values. A formula is evaluated by the application that opens the file, so a sample containing them would test your spreadsheet program rather than the converter you are checking.
Why is a small spreadsheet 21 KB?
Because .xlsx is a zip of XML, and the fixed parts (content types, relationships, styles and the shared string table) cost a few kilobytes before any of your data. That is why a workbook of ten rows and one of a thousand are much closer in size than you would expect.
Can I open it in Google Sheets?
Yes, and in LibreOffice Calc, Numbers, and anything else that reads .xlsx. All three sheets come across.
