About WebP files
WebP is an image format from Google, released in 2010. It can store a picture lossy, like JPEG, or lossless, like PNG, and it can hold transparency and animation too. For photos, a lossy WebP is usually smaller than a JPEG that looks the same.
Every current browser shows WebP, and many sites serve it in place of JPEG and PNG to save bandwidth. Phones, content systems and image CDNs produce it all the time, so it now turns up in upload forms that were built for JPEG only.
The usual problem is older software. Some desktop editors, email clients and upload checks still reject a .webp file or show it as a broken image. The file is fine; the program reading it is out of date. Converting to JPEG or PNG is the normal fix.

Questions
Why does the WebP contain an extra chunk?
To make each file exactly the size on its label. WebP is a RIFF file made of chunks, and the format tells readers to skip chunks they do not recognise. A strict parser that trips on it has found a real bug.
Is it lossy or lossless WebP?
Lossy, at quality 90. That is the kind a camera photo usually becomes when a site converts it, so it is the kind your tool is most likely to meet.
Is the 25 MB WebP a 25 MB picture?
No. It is the 1 MB picture with an extra chunk added until the file is exactly 25,000,000 bytes, made on your device. WebP readers skip the chunk, so it opens like the 1 MB file. Use it for upload limits; use the 1 MB file to test compression.

Sizes are decimal (1 MB = 1,000,000 bytes). The hosted files never change between builds, so these checksums stay valid.
